The Rare (and Unsuccessful) Check-Bet

On a turn board of , the small blind player check-raised to 4,200 after a bet of 2,200 from Travis Miller in the cutoff.
Miller made the call, and the two went to the river which saw a check from the small blind.
Puzzled by this line, Miller decided to just check behind, but then the small blind announced a bet of 10,000 and threw out chips, causing an uproar at the table.
The dealer took control of the situation and explained that he could not bet once both players have checked and instructed the players to flop over their cards.
The small blind tossed in his cards face-up to show for deuces with queen high while Miller rolled over
for two-pair, aces and deuces.
"Nevermind I call!" Miller joked as he was pushed the pot.
